Job Description

  • Location: Jackson, MS

  • Work Arrangement: Remote (primarily remote with occasional planned onsite work in Jackson).

  • Employment Type: Contract.

  • Interview Mode: Either webcam or in person.

  • Travel Note: Occasional onsite travel is required; all travel costs must be included in your requirements, as expenses are not separately reimbursed.

Core Responsibilities
  • Federal Documentation: Develop and coordinate critical federal documents, including Implementation APDs (IAPD) , Operational APDs (OAPD), and APD Updates.

  • Compliance Reporting: Document system architecture and modular design to demonstrate compliance with CCWIS regulations (45 CFR 1355 and 1356).

  • Data Quality Planning: Maintain the CCWIS Data Quality Plan, including data governance structures, stewardship responsibilities, and alignment with federal reporting (AFCARS, NCANDS, NYTD).

  • Operational Artifacts: Create and maintain deployment guides, disaster recovery documentation, and standard operating procedures (SOPs) for case management workflows.

  • User Support Materials: Develop training manuals, job aids, and online help content for end-users.

  • Project Support: Assist PMO and Change Management (OCM) teams with specialized documentation and support responses to federal audit inquiries.

Required Experience & Skills
  • Technical Writing: 5+ years of experience analyzing and documenting complex software solutions in a technical environment.

  • IT Proficiency: 3+ years of experience with cloud technologies, SaaS solutions , and data analysis.

  • Government Systems: Proven experience supporting large-scale government IT implementations (preferably in Child Welfare or Human Services).

  • Editorial Excellence: Exceptional writing, editing, and proofreading skills with a focus on producing high-quality, audit-ready deliverables.

  • Communication: Ability to translate complex technical concepts into clear narratives for both federal oversight bodies and program staff.

  • Education: Bachelor's degree in business, information systems, or a related field.

Preferred Qualifications
  • Specific experience within child welfare domains or case management systems.

  • Experience with hosted web application implementation in the social services or crisis management sectors.

  • Change management experience.
