The Colorado Rural Electric Association represents Colorado’s electric distribution cooperatives and Tri-State Generation and Transmission Association. Our members provide reliable, affordable, and safe electricity to more than 1.5 million Coloradans across 70% of the state’s landmass. CREA advocates on behalf of electric co-ops to advance policies that strengthen rural communities and support a resilient energy future.

Position Summary

The Government Relations Coordinator supports CREA’s Government Relations Director in advancing the legislative priorities of Colorado’s electric co-ops. This role is well-suited for someone who is detail-oriented, a strong writer, and interested in state and federal policy, government affairs, and energy policy.

The coordinator will be responsible for tracking legislation, preparing summaries and updates, coordinating communication with member electric co-ops, and supporting CREA’s presence at the Capitol. The role also includes assisting with legislative events, developing advocacy materials, and managing CREA’s grassroots program to support member engagement.

This position provides direct exposure to the legislative process and an opportunity to build experience in government relations, policy, and stakeholder engagement.

Key Responsibilities

Legislative

  • Track and monitor introduced and amended legislation, prepare bill summaries, and maintain CREA’s bill tracking system during session
  • Conduct background research on policy issues affecting electric co-ops
  • Develop legislative collateral, including one-pagers, fact sheets, and talking points, to support advocacy efforts
  • Draft member-facing legislative updates
  • Support coordination of member testimony
  • Coordinate with member electric co-ops to gather input, distribute information, and support grassroots advocacy efforts
  • Staff legislative hearings and meetings as needed
  • Coordinate logistics for committee hearings, including member testimony and witness preparation

Grassroots Coordination and Communications

  • Manage day-to-day operations of CREA’s grassroots advocacy platform, develop and deploy content, and drive member engagement through timely and strategic communications
  • Assist in planning and executing CREA’s key legislative events, including Co-Op Day at the Capitol, member Capitol visits, Lineworker Appreciation Day, and other engagement opportunities
  • Support CREA’s communications efforts across social and traditional media platforms
  • Monitor state and federal grant opportunities to communicate with cooperative members

Political Activity

  • Support Colorado Advocates for Rural Electrification (CARE) political action committee activities, including the Annual Auction fundraiser and other events throughout the year
  • Assist with organizing and participating in candidate interviews, and analyze candidate questionnaires to support endorsement decisions.
  • Develop communications materials to support the CARE committee and candidates in the endorsement process
  • Support promotion of CARE to member electric co-ops and consumer members by developing strategic communications and outreach that increase engagement and participation

Qualifications

  • Bachelor’s degree in political science, public policy, communications, or a related field is required
  • Minimum of two years of experience in legislative advocacy, government relations, trade association work, or a related field

Demonstrated knowledge, skills, and abilities

  • Interest in state government, legislative processes, and/or energy policy.
  • Strong written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Ability to work evenings and weekends as needed for legislative events or
  • Proficiency in Microsoft Office, Google Suite, and willingness to learn bill-tracking or grassroots platforms.
  • Professionalism, discretion, and ability to work with diverse stakeholders.
  • Ability to travel occasionally, estimated at less than 5% annually
  • Ability to sit or stand for extended periods while working at a computer or attending meetings

Compensation and Benefits

  • Estimated salary range: $80,000 – $100,000
