Position Summary & Responsibilities : Training Coordinator (Staff Development Specialist)

This newly created position offers a rare opportunity to build and lead agency-wide training, compliance, and professional development initiatives from the ground up. The role calls for a strategic, mission-driven leader to define how the workforce learns, develops, and meets evolving state and federal requirements.

As a high-impact position, it will oversee critical programs that support employee growth, ensure regulatory compliance, and enhance overall organizational performance. Collaboration with internal teams and external stakeholders will be key in building a cohesive, effective learning culture that strengthens the agency’s public service mission.

Key Responsibilities:

  • Lead and oversee the agency’s mandatory and developmental training programs
  • Coordinate compliance for new hire and annual training through KLPM and other tracking tools
  • Evaluate and update existing curricula based on employee feedback and performance outcomes
  • Ensure training content aligns with applicable state and federal regulations
  • Develop and recommend policy improvements for leadership and management training initiatives
  • Build collaborative networks with training leaders across the state to enhance program effectiveness
  • Provide performance consultation services to managers, helping identify the right solutions for staff development needs

Core Competencies:

  • Strong experience managing enterprise-wide training and compliance programs
  • Proven ability to track and report on mandatory training requirements across an organization
  • Deep understanding of adult learning principles, instructional design, and performance consulting
  • Familiarity with learning management systems (especially KLPM or equivalents) and online curricula development
  • Skilled in evaluating training impact through performance data and participant feedback
  • Experience with regulatory compliance related to employee education and workforce development
  • Strong project management and delegation capabilities for overseeing large-scale or complex training initiatives
  • Collaborative approach to building partnerships across departments and government agencies
  • Demonstrated policy development experience specific to training, supervisory development, and leadership programs

Minimum Qualifications:

  • 4+ years of experience in training and development of training materials and presentations. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:

  • Bachelor’s degree in Human Resources, Education, Organizational Development, Public Administration, or related field
  • Experience designing and implementing training programs within a government, public sector, or large organizational environment
  • Master’s degree or certification in instructional design, ATD Certification (CPTD or APTD), SHRM-CP/SCP, or similar
  • Familiarity with state or federal training compliance requirements
  • Hands-on experience coordinating and evaluating major learning events (e.g., forums, certification programs)
